Comprehensive Coordinated Early Intervening Services (CCEIS)
Comprehensive Coordinated Early Intervening Services (CCEIS) is a proactive program triggered when a three-year trend of "Significant Disproportionality" in special education identification is identified. Currently, our data indicates that Hispanic and Black students are identified with Specific Learning Disabilities (SLD) at a higher rate than their peers. Our plan focuses on strengthening cultural competency, professional development, and targeted academic interventions to support students before a formal special education referral is necessary. By addressing these systemic root causes, we ensure that every student has the resources to succeed in the least restrictive environment while safeguarding the mandated services and accommodations for those already holding an Individualized Education Program (IEP).
Purpose and Compliance Under the Individuals with Disabilities Education Act (IDEA), PUSD is federally mandated to reserve exactly 15% of its IDEA Part B grant for Comprehensive Coordinated Early Intervening Services (CCEIS). This requirement is triggered by a finding of "Significant Disproportionality" and is a strategic repurposing toward proactive, targeted intervention rather than a reduction in existing support. The district remains legally mandated to provide a Free Appropriate Public Education (FAPE); therefore, this allocation will not impact the delivery of services, accommodations, or placements for students currently holding an Individualized Education Program (IEP).
CCEIS functions on the principle of early intervention: by providing targeted academic and behavioral supports to students early on, we can address learning gaps and behavioral challenges effectively within general education. This reduces the need for formal special education referrals and ensures that specialized services are reserved for students with intensive, long-term needs.
