Children and Youth Behavioral Health Initiative (CYBHI)

Pleasanton Unified School District is a part of the Children and Youth Behavioral Health Initiative (CYBHI) Multi-payer Fee Schedule 

This state-wide initiative aims to improve access to mental health services in schools, simplify billing, and provide consistent coverage for students by reimbursing schools for some school-linked behavioral and mental health services provided to students.  PUSD provides social-emotional, mental health and wellness services to students that may be eligible for reimbursement under this program.  While not all services that the school district provides are eligible for reimbursement under this program, PUSD will continue to provide access to existing support services in accordance with state and federal laws.

Under the Children and Youth Behavioral Health Initiative (CYBHI) Fee Schedule program, California’s health plans and insurers are now required to reimburse public schools for a specific scope of services provided to students under the age of 26.  Reimbursement comes from families’ private health insurance providers, including Medi-Cal. State law prohibits health plans and insurers from passing any of the cost of these services on to families. This means that the health plans and insurers will pay for mental health services provided to your child in a school-linked setting and there WILL NOT be any affect on your insurance coverage and NO out-of-pocket expenses (e.g., co-payments, deductibles) for you and your family.  

Some of the services provided at PUSD that may be reimbursed through the Multi Payer Fee Schedule include: 

  • Social-emotional lessons in the classroom
  • Behavioral health screenings
  • Health and well-being coaching
  • Substance use screening and counseling
  • Individual and group counseling for lifestyle topics such as friendship and social skills. executive functioning, stress, anxiety, grief, etc.
  • Coordination of care for mental health services

Eligibility for Services

This program will not change students’ eligibility to receive behavioral health services. Rather, the program will expand the availability of services by creating a new, sustainable method for providers to be reimbursed. Services delivered to students covered by Medi-Cal MCPs and Medi-Cal FFS, most commercial health plans, or disability insurers, with certain exceptions, are eligible to be reimbursed at the CYBHI fee schedule rate.

Privacy and Consent

All health information is securely stored and only shared in alignment with existing HIPAA and FERPA laws. 

Consent forms are completed and health insurance information is collected during the annual registration (OLR) process.  Consent and Health Information can also be provided via Consent Forms below.
