On Wednesday, April 1, 2026 the District and APT met to continue negotiations.

Negotiations continue to be cordial and respectful.Tentative agreement was reached on Article 4, Article 6, and the 2026/2027 Instructional Calendar. Agreement was also reached to release the 2026/2027 Instructional Calendar to the PUSD community immediately with the understanding that it is pending the conclusion of negotiations with APT and Board approval. The parties are moving closer on outstanding articles and have jointly agreed to resume bargaining in May on a date to be determined.
March 5, 2026

Negotiations continue to be cordial, respectful, and collaborative. Tentative agreement was reached on Article 24. The District offered future negotiations dates and is waiting for APT to confirm the next bargaining session, with the goal of meeting prior to the March 15 reduction in force timeline.

On Monday, August 25, 2025 the Calendar Committee comprised of APT, CSEA, and Management team members met to begin negotiations on the 2026/27 Instructional Calendar.
August 21, 2025
On Thursday, August 21, 2025 the District and APT met to begin negotiations on the proposed articles for the 2025-26 successor agreement. After team introductions, the negotiations process and norms were reviewed, and a complete Budget Presentation was shared with APT by Management.
Initial discussions were held with plans to continue negotiations related to the following items:

APT Negotiations 2024-25

April 22, 2025
On Tuesday, April 22, 2025 the District and APT met to continue negotiations on the proposed reopeners for 2024-25. A productive and collaborative full day negotiation session was held on the remaining open articles.
We are very pleased to inform our community that we have reached a tentative agreement (TA) with the Association of Pleasanton Teachers.
The TA includes a 1% ongoing salary increase (effective July 1, 2024), an increased District contribution to cover full Kaiser single health premium increases (effective January 1, 2025), the Special Education $5,000 stipend applied to Psychologists, an additional $5,000 stipend for Speech Language Pathologist and for Teacher of Visually Impaired Students, and a reduction in counseling ratios across all grade levels. These items represent a total compensation increase of 1.54%.
Agreement was reached on the following items, all effective July 1, 2025 except where noted in bold:
- Article 9: Class Size
- 9.1.2: Reduce Grades K-3 average class size for staffing from 30:1 to 24:1 to align contract language with current practice
- 9.1.5: Reduce Counseling ratios as follows:
- High School from 550:1 to 450:1
- Middle School from 550:1 to 475:1
- Elementary from 685:1 to 625:1 with language for a minimum staffing allocation
- 9.2.1: Set maximum class size and ratios for TK classrooms according to state law
- 9.3.2: Establish opportunity for a unit member to address concerns about the quantity of special education initial assessments with the site/program administrator
- Article 10: Health and Welfare Benefits
- 10.4: Increase medical contribution for participating members by 9% from $12,256.92 to $13,354.80 which can be applied towards District health, dental, and/or vision plans effective January 1, 2025
- Article 11: Salaries
- 11.1: 1% on-schedule salary increase effective July 1, 2024
- 11.2.5: Discontinue proration of Masters and Doctorate stipends for part-time staff
- Exhibit A-1: Current $5,000 Special Education stipend will apply to Psychologists
- Exhibit A-1: Additional $5,000 stipend for Speech Language Pathologists and for Teachers of Visually Impaired Students

We are grateful to have reached an agreement with our certificated team members and continue to respect the important work that they do with our students. Thank you to the members of both negotiating teams who dedicated the time and effort to make this happen.
The District's next steps will be to bring the Tentative Agreement and the AB 1200 - Public Disclosure of Collective Bargaining Agreements for review and approval at the May 8, 2025 Board Meeting.
March 25, 2025
On Tuesday, March 25, 2025 the District and APT met to continue negotiations on the proposed reopeners for 2024-25. An update on the Second Interim Budget was shared with APT by Management.
Negotiations included discussions related to the following items:
- Article 9: Class Size - proposals were exchanged
- Article 11: Salaries - proposals were exchanged
- Article 10: Health and Welfare Benefits - proposals were exchanged
Agreement was reached on several articles during the full-day negotiations session. The next session is scheduled for April 22, 2025 to continue discussions on the proposed reopeners.
January 22, 2025
On Wednesday, January 22, 2025 the District and APT met to continue negotiations on the proposed reopeners for 2024-25. An update on the First Interim Budget was shared with APT by Management.
Negotiations included discussions related to the following items:
- Article 20: Calendar - As the Annual Instructional Calendar is a reopener in the 2024-2025 negotiation, APT continues to request that the release of the calendar agreed to by APT, CSEA, and Management be held until a tentative agreement on 2024-2025 APT negotiations is reached.
- Article 9: Class Size - proposals were exchanged
- Article 11: Salaries - proposals were exchanged
- Article 10: Health and Welfare Benefits - proposals were exchanged
The full-day negotiations session was productive and the tone was collaborative. The next session is scheduled for March 25, 2025 to continue discussions on the proposed reopeners.
December 9, 2024
On Monday, December 9, 2024 the District and APT met to continue negotiations on the proposed reopeners for 2024-25. An update on the First Interim Budget was shared with APT by Management.
Negotiations included discussions related to the following items:
- Article 20: Calendar - As the Annual Instructional Calendar is a reopener in the 2024-2025 negotiation, APT has requested to hold the release of the calendar agreed to by APT, CSEA, and Management until a tentative agreement on 2024-2025 APT negotiations is reached.

November 4, 2024
On Monday, November 4, 2024 the District and APT met to continue negotiations on the proposed reopeners for 2024-25. A complete Budget Presentation was shared with APT by Management.
Negotiations included discussions related to the following items:
- Article 20: Calendar - agreement was reached by both parties on new and revised language
- Article 9: Class Size - proposals were exchanged

October 23, 2024
On Wednesday, October 23, 2024 the District and APT met to begin negotiations on the proposed reopeners for 2024-25. After team introductions, the negotiations process and norms were reviewed.
Initial discussions were held with plans to continue negotiations related to the following items:

The negotiations were brief and the tone was collaborative. The next negotiations session is scheduled for November 4, 2024 to continue discussions on the proposed reopeners by APT and the District.
CSEA Negotiations 2025-26

March 3, 2026
On March 3 the District and CSEA met to continue negotiations for 2025-26. We continue to utilize the IBB model in a collaborative process. Initial discussions were held with plans to continue negotiations related to the following items::
- Article 6: Evaluation Procedure - discussion regarding the CNS pilot of the proposed new classified evaluation process
- Article 3: Hours - discussion related to updating language on work days
Both parties agreed to continue discussions related to the Classified Retirement Incentive at a future session. The next session is scheduled for March 24, 2026.
February 2, 6, 11, and 19, 2026
On February 2, 6, 11, and 19 the District and CSEA met to continue negotiations for 2025-26. We continue to utilize the IBB model in a collaborative process, and informal agreement was reached on the following negotiable reduction options as directed by the Board:
- Work Year Calendars
- Professional Development Days
- Professional Growth Program
- Educational Degree Stipends
Both parties agreed to continue discussions related to the Classified Retirement Incentive. Additional sessions to continue 25/26 contract negotiations related to open articles are scheduled for March 3, 2026, March 24, 2026, April 15, 2026, April 28, 2026, and May 19, 2026.
January 27 and 28, 2026
Following the sunshine of CSEA and the District’s initial proposals on January 15, the District and CSEA met on January 27 and 28, 2026 to begin negotiations for 2025-26. The focus was on negotiable reduction options as directed by the Board on November 20, 2025, which include the following:
- Work Year Calendars
- Professional Development Days
- Professional Growth Program
- Educational Degree Stipends
- Early Retirement Incentive
We continue to utilize the IBB model in a collaborative process. The next negotiation sessions are scheduled for February 2 and 6, 2026.
January 12, 2026
On Monday, January 12, 2026 the District and CSEA met to continue discussions on the impacts & effects due to layoffs and reorganizations related to recent District budget reductions for the following:
Business Services Reorganization - the A-B-C schedule for elementary custodial staff
Educational Services Reorganization - SELPA account staff and HS library media staff reduction
We continue to utilize the IBB model in a collaborative process. Following the sunshine of CSEA and the District’s initial proposals on January 15, the next negotiation session is scheduled for January 27, 2026.
December 15, 2025
On Monday, December 15, 2025 the District and CSEA met to negotiate impacts & effects due to layoffs and reorganizations related to recent District budget reductions. Initial discussions were held with plans to continue negotiations related to the following items:
Business Services Reorganization - implementation of an A-B-C schedule for elementary and middle school custodial staff, reclassification of a general maintenance position, continuation of elementary site technology assignments
Educational Services Reorganization - SELPA account staff and HS library media staff reduction
Human Resources Reorganization - reduction of HR technician positions
The next negotiation session is scheduled for January 12, 2026.

District /CSEA Joint Communication on Negotiations 2023-2024
May 13, 2025
On Tuesday, May 13, 2025 the District and CSEA met to continue bargaining which resulted in signed Memorandums of Understanding (MOUs):
- Article 8: Wages - Based on application of the "Me Too" provision in CBA Article 18.1.2, CSEA agreed that the remaining portion of the negotiated adjustment re-directed by APT and the District will be applied to a 0.54% increase to the 2024/25 salary schedules (in each cell of Schedule A and B) effective July 1, 2025, which completes and finalizes settlement of the outstanding “Me Too” reopener for the 2024/25 school year
- Child Nutrition Services Reorganization
- Special Education new job classification: Paraprofessional – Inclusive Practices
- 2025/26 Work Year Calendars for all classified employees, including an adjustment for a specific group transitioning to a new calendar
The District and CSEA have benefited greatly from utilizing the IBB model in a collaborative and mutually respectful process. This session concluded the negotiations for 2024/25 fiscal year and both parties agreed to commence 2025/26 negotiations in late summer.
April 23, 2025
On Wednesday, April 23, 2025 the District and CSEA met to negotiate several items, including the impacts and effects of layoffs, which in some cases required department reorganizations and the creation of new and revised job descriptions. These negotiations resulted in the following signed Memorandums of Understanding (MOUs) for the 2024/25 fiscal year:
- Article 8: Wages - APT reached tentative agreement which triggered CSEA “Me Too” language:
Based on application of the "Me Too" provision in CBA Article 18.1.2, CSEA agreed that the 2024/25 salary schedules (in each cell of Schedule A and B) will be increased by an additional one percent (1.0%) effective July 1, 2024. The Parties agree to continue bargaining the remaining portion of the negotiated adjustment re-directed by APT and the District to complete and finalize settlement of the outstanding “Me Too” reopener for the 2024/25 school year. - Impacts & effects due to layoffs and reorganizations in the following departments:
- Superintendent’s Office Reorganization - new job description for District Support Specialist
- Early & Expanded Learning Reorganization - revised 3 job descriptions for the EEL programs
- Facilities & Construction Reorganization - reclassification of an administrative classified position to align the scope of work to better meet the needs of the department
- Educational Options Reorganization - reclassification of an administrative classified position to align the scope of work to better meet the needs of the department
- Student Services Reorganization - new job descriptions for Certified Wellness Coach I and Certified Wellness Coach II
- Adult Career & Education, Adults with Disabilities Program Reorganization - creation of a new job description for Job Developer Employment Specialist to better support the department’s needs
Discussions on the following department/item have been deferred to the next negotiations session:
- Child Nutrition Services
- Special Education
- A brief discussion regarding CSEA Classified Work Calendars
As always, we continue to utilize the IBB model in a collaborative process. The next negotiations session is scheduled for May 13, 2025.
March 18, 2025
On Tuesday, March 18, 2025 the District and CSEA met to negotiate impacts & effects due to layoffs and reorganizations related to recent District budget reductions. Initial discussions were held with plans to continue negotiations related to the following items:
- Educational Options Reorganization - reclassification of an administrative position to better meet the needs of Ed Ops
- Superintendent’s Office Reorganization - new job description for District Support Specialist
- A brief discussion regarding Classified Work Calendars for secretary groups requesting less work days
We continue to utilize the IBB model in a collaborative process. The next negotiations session is scheduled for April 23, 2025.
November 20, 2024
On Wednesday, November 20, 2024 the District and CSEA met for a final time this year and reached a Tentative Agreement for the 2024-25 Fiscal Year and agreed to the following Articles:
- Article 5.3.2: Trial Period
- Article 6: Evaluation Procedure
- Article 7 Exhibit E: Health and Welfare Benefits
CSEA applied the additional 2023-24 "Me Too" provision, resulting from the Years of Service Credit awarded to APT, to address the $1,098 annual rate increase in Kaiser's single-rate medical premium ($91.49 per month). This adjustment will cover participating CSEA members and offset the premium increase, which takes effect on January 1, 2025. It is important to note that CSEA already received an additional salary increase as part of the 2023-24 negotiations under the "Me Too" provision. - Article 8: Wages
Based on application of the Fair Share Formula, CSEA agreed to no 2024-25 salary increase; however, CSEA will be covered by the "Me Too" provision in CBA Article 18.1.2. - Article 8.12.1 Exhibit M: Classified Professional Growth Handbook
- Article 12: District Required Uniforms
- Article 18: Term and Reopeners
Interest-based discussions were also held related to Article 21: Reclassification, with an agreement to reopen this item in 2025-26 negotiations.
Additionally, an MOU was signed to establish a new classification for the Youth and Family Liaison position. This role is designed to support McKinney-Vento, Foster, and Kinship students, whom the district is legally required to serve. It was agreed to have this work assigned to the classified unit.
Once CSEA completes its ratification process, the agreed upon items will be brought to the Board of Trustees for approval.
November 8, 2024
On Friday, November 8, 2024 the District and CSEA met to continue negotiations for 2024-25. The District provided a detailed Budget Presentation and a review of the Fair Share Formula model.
Discussions were held with plans to continue negotiations related to the following items:
- Article 8: Wages - “Me too” Salary Schedule Increase related to APT Additional Years of Service Credit in 2023-24
- Article 7: Health and Welfare Benefits - to address the increase of 8.9% (monthly rate increase of $91.49 or annual rate increase of $1,098) in the CALPERS Kaiser Single Rate for 2025
- Article 8.12: Professional Growth Handbook Exhibit M - to add additional opportunities to the list of Pre-Approved Courses/Workshops
- Article 21: Reclassification
We continue to utilize the IBB model in a collaborative process. The next negotiations session is scheduled for November 20, 2024 to continue discussions on the proposed reopeners by the District and CSEA.
October 25, 2024
On Friday, October 25, 2024 the District and CSEA met to continue negotiations for 2024-25. The District’s budget and current fiscal challenges were reviewed with the team.
The District and CSEA signed the following tentative agreement:
- Article 6: Evaluation Procedure
- CSEA has reached an agreement with the District regarding the classified evaluation form and process to be implemented effective July 1, 2025
- An MOU was signed for the Early and Expanded Learning (EEL) Program Reorganization with an associated update to the Job Description for the Expanded Learning Site Lead
Discussions were held with plans to continue negotiations related to the following items:
- Article 8: Wages - “Me too” Salary Schedule Increase related to APT Additional Years of Service Credit in 2023-24
- Article 7: Health and Welfare Benefits - to address the increase of 8.9% (monthly rate increase of $91.49 or annual rate increase of $1,098) in the CALPERS Kaiser Single Rate for 2025
- Article 21: Reclassification
CSEA will send a ballot for CSEA members to vote on the negotiated EEL Job Description; when ratified it will be presented to the Board of Trustees for approval. The negotiations continue to be very collaborative using the IBB model. The next negotiations session is scheduled for November 8, 2024 to continue discussions on the proposed reopeners by the District and CSEA.
October 8, 2024
On Tuesday, October 8, 2024 the District and CSEA met to continue negotiations for 2024-25.
The District and CSEA signed the following tentative agreement:
- New Classified Visual and Performing Arts (VAPA) Job Descriptions supported by Proposition 28 funds for the following positions:
- Theater Production Specialist
- Arts Curriculum Assistant
- Arts Instructional Assistant
Discussions were held with plans to continue negotiations related to the following items:
- Article 8: Wages - “Me too” Salary Schedule Increase related to APT Additional Years of Service Credit in 2023-24
- Article 7: Health and Welfare Benefits - to address the increase of 8.9% ($91.49) in the CALPERS Kaiser Single Rate for 2025
- Article 6: Evaluation Procedure - form revised, language still under discussion
- Article 21: Reclassification - no discussion of this article yet
CSEA sent a ballot on 10/13/24 for CSEA members to vote on the negotiated VAPA Job Descriptions; once ratified they will be presented to the Board of Trustees for approval. We continue to utilize the IBB model in a collaborative process. The next negotiations session is scheduled for October 25, 2024 to continue discussions on the proposed reopeners by the District and CSEA.
September 16, 2024
On Monday, September 16, 2024 the District and CSEA met to continue negotiations for 2024-25.
Discussions were held with plans to continue negotiations related to the following items:
- Article 8: Wages - “Me too” Salary Schedule Increase related to APT Additional Years of Service Credit in 2023-24
- Article 7: Health and Welfare Benefits - To address the Increase of 8.9% ($91.49) in the CALPERS Kaiser Single Rate for 2025
- Proposed new Proposition 28 Classified Visual and Performing Arts Job Descriptions

August 15, 2024
On Thursday, August 15, 2024 the District and CSEA met to continue negotiations for 2024-25. The District and CSEA signed the following tentative agreement:
- Article 12: District Required Uniforms
- CSEA has reached an agreement with the District regarding the number of uniforms provided annually to staff and the issuance of safety gear and clothing as needed in particular circumstances.
- Human Resources Reorganization and updated Job Descriptions for the following HR positions:
- Leaves/Benefits Specialist (new)
- HR Technician II (revised)
Discussions were held with plans to continue negotiations related to the following items:
- Weekend Custodian Position
- Article 6: Evaluation Procedure
The Human Resources reorganization MOU will be presented to CSEA members for ratification and the associated job descriptions will be presented to the Board of Trustees for approval at the August 22, 2024, Board Meeting, pending ratification by CSEA. Article 12 revisions agreed upon will be presented to CSEA members for ratification upon completion of negotiations on all reopeners.
The negotiations continue to be very collaborative using the IBB model. The next negotiations session is scheduled for September 16, 2024 to continue discussions on the proposed reopeners by the District and CSEA.
July 16, 2024
On Tuesday, July 16, 2024 the District and CSEA met to continue negotiations for 2024-25. The District and CSEA signed the following tentative agreement:
- Article 5.3.2: Trial Period
CSEA has reached an agreement with the District allowing for a member to return to a previous position provided certain criteria are met.
Initial discussions were held with plans to continue negotiations related to the following items:
- Human Resources Reorganization and Updated Job Descriptions
- Article 12: District Required Uniforms
The items agreed upon will be presented to CSEA members for ratification upon completion of negotiations on all reopeners. The negotiations continue to be very collaborative using the IBB model. The next negotiations session is scheduled for August 15, 2024 to continue discussions on the proposed reopeners by the District and CSEA.
June 20, 2024
On Thursday, June 20, 2024 the District and CSEA met to continue negotiations for 2024-25. The District and CSEA signed the following MOU agreements:
- Early Expanded Learning (EEL) revised Job Descriptions for the following EEL positions to meet the needs of the program.
- Family Services Specialist
- Expanded Learning Program Lead
Initial discussions were held with plans to continue negotiations related to the following items:
- STEAM Preschool and Horizon Alignment of programs
- Potential new job descriptions for the MOT department
- Human Resources Reorganization and Updated Job Descriptions
The items agreed upon will be presented to CSEA members for ratification and to the Board of Trustees for approval at the June 27, 2024, Board Meeting, pending ratification by CSEA. We continue to utilize the IBB model in a collaborative process. The next negotiations sessions is scheduled for July 16, 2024 to continue discussions on the proposed reopeners by the District and CSEA.
May 20, 2024
On Monday, May 20, 2024 the District and CSEA met to discuss outstanding items from the past bargaining session and to begin negotiations on the proposed reopeners for the 2024-25. The District and CSEA signed the following agreements:
- MOU for Classified Vacation Accrual May 2024
- MOU for the Child Nutrition Services (CNS) Reorganization and Updated Job Descriptions for following CNS positions:
Once CSEA completes its ratification process of the above agreed upon items, they are planned to be brought to the Board of Trustees for approval at the June 13, 2024 Board Meeting. The negotiations continue to be very collaborative using the IBB model. The next negotiations session is scheduled for June 20, 2024 to continue discussions on the proposed reopeners by the District and CSEA.
May 3, 2024
On Friday, May 3, 2024 the District and CSEA concluded the "me-too" negotiations with a signed Tentative Agreement. Both parties agreed on how to apply the additional salary and compensation received by APT to the CSEA contract. It was mutually agreed that both APT and CSEA members can now access the same medical contribution benefit of the single Kaiser coverage, thus additional compensation for that portion of the "me-too" with APT was not warranted. Discussions focused on increases to the salary schedule, stipends, and years of service credit. Both parties agreed to apply the entire "me-too" increase to the salary schedules A & B and to revisit the years of service issue after the full cost is known in 2024/25. The application of the "me-too" is as follows:
- Additional increase to the 2022/23 Salary Schedules of 1.68% effective July 1, 2023
- Additional increase to the 2022/23 Salary Schedules of 2.68% effective July 1, 2024
- Revisit the "me-too" for the APT years of service credit item in 2024/25 negotiations, once the cost of this item is determined.
Additionally, the District and CSEA signed an MOU on a Summer Bus Driver Incentive and revisions to the Job Description for the Paraprofessional Extensive Support Needs position. Overall, the negotiations were very collaborative and conducted in the spirit of the IBB model. Both teams expressed they were pleased with the process and outcome. Once CSEA completes its ratification process, the agreed upon items are planned to be brought to the Board of Trustees for approval at the May 23, 2024 Board Meeting.
The next negotiations session is scheduled for May 20, 2024 to begin discussion on the proposed reopeners by the District and CSEA.
